KEN AFIENKO, General Counsel

Since 1968, Ken has been a resident of Pinellas County and is a product of the Pinellas County school system, with degrees from St.Petersburg Junior College (A.A.- police administration), USF (B.A.- criminology), Northcentral University (M.A. – business), and Stetson College of Law (J.D.) In 1981, Ken began working as a police officer and continues to this day as a reserve officer with a local law enforcement agency. In addition to working as a reserve police officer and professor in the bachelor’s Public Safety Administration Program at St.Petersburg College, Ken has taught all law enforcement academy recruits the legal section of the curriculum at the Pinellas Police Academy. Ken also teaches an Internal Affairs Investigations course to law enforcement professionals.

In 2001, Ken was hired as an attorney for the Fraternal Order of Police, where he still maintains his position as in-house counsel. During his time with the Fraternal Order of Police, Ken has garnered a reputation for being very passionate, professional, and dedicated to helping others. Over the years, Ken has represented well over 1000 officers in internal investigations and over 100 law enforcement officers involved in duty-related shootings and other critical incidents. In addition, Ken has handled voluminous grievances and arbitration for officers facing discipline and has been successful in overturning discipline and reinstating several officers that have been terminated or demoted. Ken was also successful in proposing legislation that was signed into law by Gov. Crist in 2006 that mandated agencies interview all identifiable witnesses prior to an internal investigation interview of the subject officer.

Ken also offers free wills to FOP members and their spouses. In addition, Ken offers discounted legal fees for all FOP members for personal legal issues such as Personal Injury matters, Domestic Relation (Divorces), and other civil matters.

KIMBERLY MILLS KUHN, General Counsel

With 15 years of experience in criminal defense, attorney Kimberly Mills Kuhn can provide you with the aggressive and compassionate help that you need with your misdemeanor, DUI, or felony case. 

Kimberly Mills Kuhn opened her private law practice in 2012 after 6 years of experience in criminal litigation with the Public Defender’s office in Broward, Pasco, and Pinellas counties, and two years of experience in civil and criminal appeals at the Third District Court of Appeals. There and in her current practice, she has worked diligently and passionately to defend clients accused of misdemeanor, DUI, and felony crimes. 

A Florida native, Kimberly attended The University of Florida, obtaining a major in Political Science and a minor in Criminology.  She continued to pursue these interests at St. Thomas University, College of Law in Miami Gardens, Florida. 

During her time at St. Thomas University College of Law, she worked as an intern in the Florida Office of the Attorney General, serving in both the Civil Litigation and Criminal Appeals departments. Kimberly also secured a prestigious internship at the Third District Court of Appeals with Chief Judge David Gersten.  Her hard work earned her a full-time position at the 3rd District Court of Appeals upon graduation.  At the 3rd District Court of Appeals, Kimberly worked on civil and criminal cases, sparking a keen interest in criminal-related matters. Moving on to work as an attorney for the Public Defender’s Office in Broward, Pasco, and Pinellas counties, she was able to follow her passion for criminal cases and the thorough defense of those charged with crimes.

Kimberly has over 40 jury trials taken to verdict consisting of misdemeanors, felonies, and DUIs.  Kimberly has been a Member of the Florida Bar Association since 2007.


ALEXANDER MORTON, General Counsel

Alexander “Fox” Morton has nearly two decades serving as a police officer spanning multiple states with the majority of the time in Miami, Florida.

During that time, he was a tactical officer, negotiator, DUI Investigator, and Sergeant. He also has extensive experience serving as a police union grievance steward and representative. In that tenure, he handled numerous internal investigations and compensation contracts.

Fox has a master’s degree from Norwich University in Diplomacy, a PhD in Conflict Resolution from Nova Southeastern University, and a Juris Doctorate from Mitchell-Hamline School of Law.

His firm, Acheronta Law, specializes in administrative, regulatory, international business, and intellectual property law.

Fox remains active in the law enforcement community, training officers locally and internationally in high-risk tactics, law, and negotiations.


BILL FOSTER, General Counsel

Bill Foster is a lifelong resident and fourth-generation native of St. Petersburg, Florida. He is a proud graduate of Northeast High School, Samford University of Birmingham, Alabama, and the Cumberland School of Law, Birmingham, Alabama. He began the practice of law in 1988, joining his father and mentor, David Foster, who himself began his legal career in 1960. While still practicing law, Mr. Foster was elected to the St. Petersburg City Council in 1998, where he served the people of St. Petersburg and Pinellas County through 2007. Mr. Foster remained with the firm until 2009, at which time he was elected to the position of Mayor of St. Petersburg. As Mayor, Mr. Foster managed the day-to-day operations of Florida’s fourth-largest city and led the city through the recession to great economic development and growth. After serving the people of St. Petersburg and Pinellas County for four years as Mayor, Mr. Foster rejoined the firm, focusing on estates, wills and trusts, guardianships, probate and commercial litigation, elder law, personal injury, real estate and commercial transactions, corporations and small business, landlord/tenant, land uses and zoning matters.
